Making Sense of the Mental Health Act, 2019
The Parliament of Uganda recently passed the Mental Health Act of 2019 (MHA) which repeals the out dated Mental Treatment Act of 1964.
NETPIL is therefore currently implementing a three-year project (2019 – 2022) “Making Sense of the Mental Health Act, 2019” project under its Health Rights and Disability Rights thematic working groups. The key activity under this Project is designed to conduct a critical audit of the Mental Health Act 2019 of Uganda and assess its compatibility with the standards set by the UN Convention on the Rights of Persons with Disabilities (CRPD) and other relevant regional and domestic laws. The analysis is expected to further explore or identify the strategies for consolidating the gains embedded in the new MHA. 
The project's overall and long term goal is improved protection and enjoyment of rights of persons with mental disability under Uganda's legal framework. In realizing this goal, the project has four outcomes to include:
i)                    A legal audit on the Mental Health Act conducted;
ii)                  The legal audit report on the Mental Health Act popularized with key stakeholders;
iii)                Draft Regulations to the Mental Health Act developed and shared with Ministry of Health; and
iv)                Coalition engaging in public interest litigation, advocacy and legal research addressing offending sections of the Mental Health Act.
The project is implemented under a coalition of two organisations the Network of Public Interest Lawyers (NETPIL) and Mental Health Uganda (MHU), drawing on NETPIL's experience in law and legal advocacy, and MHU's being a platform for organisations pursuing mental health and with vast experience in advocacy and awareness raising on rights of persons with mental disability.
